Because of their great compassion to free all sentient beings, the door on their end of the hallway is always open. It is like our mind is a hallway away from contacting these beings. Therefore the mind of some of these Boddhisattvas and Buddhas are beyond measure. To your last question: I've heard it explained that the minds of realized beings (those that realized emptiness) have minds far beyond the physical limitations of what we see, while stuck in thinking of permanence and inherent existence. Then it makes it easier to recall that awareness, over time, by just reciting the mantra. From my experience with this kind of practice, I would start with building an understanding of what all these terms mean, working through doubt and friction to accept it in my mind, and then when something clicks (that a-ha moment) then you fix on the awareness of knowing it - all while doing the mantra. In this case, the 4 arms represent the 4 immeasurable of love (wishing all sentient beings to have happiness and it's causes), compassion (wishing all sentient beings to be free from suffering), joy (wishing for all sentient beings to never be separated from the causes of happiness free from suffering) and equanimity (wishing all sentient beings to abide in a state free of attachment and aversion to others). This means in practice you repeat the mantra, visualize the 4 arm figure of Chenrezig and reflect on the meaning of the visual symbolism. For example His Holiness the Dalai Lama may give the transmission of Om Mani Padme Hum in regards to the 4 arm Chenrezig. That transmission is the explanation of what the mantra means, what the deity represents, and so on. When practicing a mantra and deity (like Chenrezig) you usually get an oral transmission of the mantra and deity. Now this is where it goes deeper to your question. Given the history of a mantra (like om mani padme hum) it is then more than just some words/syllables as the practitioner repeats the mantra to focus the mind (concentration meditation) and also oscillates that concentration to recalling the meditational deity associated with the mantra (in this case Chenrezig, aka avalokiteshvara, aka the Buddha of Compassion - btw these are just names of the same deity).
